He has mentioned Microsoft developing such a console but the final version will take a few more years. Local games might be the priority

Spencer was asked if the upcoming handheld console would support a dedicated platform with local games like on a Steam Deck or Nintendo Switch. And he answered, "I think being able to play games locally is really important." So, that points out, that we might be able to play locally available games without having to connect to the internet.
